IMPORTANT – Because of an incident which took place recently outside the School we earnestly ask that drivers refrain from speeding past there and stick rigorously to the 20mph limit when the warning lights are on. We also ask everyone to park sensibly and be as quick as possible dropping their children off and collecting them. This will ensure their car is left for the shortest possible time thus enabling others to park satisfactorily. Catcott Parish Council and the School are working together to improve the situation.

FLOODING
Everybody will have noticed the greatly increased risk from flash flooding over the last couple of years. Unfortunately the current infrastructure was never designed to cope with these events. Parish councils have no statutory responsibility for either highways or drainage issues although we do keep Highways informed of problems as they become apparent. Small parish councils, such as ours, obviously do not have the financial resources to combat the flooding problems we currently experience. Somerset Council, including Highways, is also very short of funds at the moment and it is extremely difficult to get corrective or preventative measures taken although we are constantly “getting at” them.
Everybody should note that it is their responsibility to ensure that all roadside ditches are kept clear to run freely. This is a legal riparian responsibility. Farmers and landowners should ensure that when hedge cutting takes place all cuttings are cleared from the ditches.
There are some ways that individuals and groups could help. If you find a drain with debris blocking the surface then this needs to be cleared. This might be quite easy to correct so please let the Parish Council know about it. Similarly, the Highways Authority cuts grips in the verges to allow water to run off the carriageway and into roadside ditches. These also get blocked on occasion and need to be cleared. Never tip fallen leaves or grass cutting on land outside your property as these obviously cause problems when they get washed into the ditches and drains. When notifying either us or Highways of a problem please try to clearly identify the site. What3Words is a great way to do this if you are able to use it.
We have obtained a schedule detailing the frequency of gully emptying and are trying to establish how far behind hand Highways is with this work.
Flooding of property. If you are in danger of suffering from flooding please ensure you have an adequate supply of sandbags or other defensive devices available for immediate use as and when required. Incidents can be reported on Floodline: 0845 988 11 88.
